Street Fighter 3 takes place after the fall of Shadaloo in SF5, with events occurring between 1995 and 1997. The game begins with a new tournament in 1997, six years after the second world tournament (Street Fighter 2) in 1991. Street Fighter 3 has three editions: the base game, "Street Fighter 3: New Generation," "Street Fighter 3: Second Impact," and "Street Fighter 3: Third Strike." Second Impact is an upgraded version of the base game, telling the same story but with more characters, while Third Strike is a direct sequel to New Generation/Second Impact that concludes the storyline of Street Fighter 3. As always, I’ll start with the base game and add all the characters from start to finish in the later editions.
In 1997, the Third Warrior Fighting Tournament takes place around the world, introducing new contenders after six years since the Second World Fighting Tournament in 1991. While many compete for personal reasons, rumors circulate about a secret society emerging after Shadaloo’s downfall, with evidence pointing to Gill’s Tournament. Sean, following Ken’s advice, challenges Ryu but loses. Ibuki sneaks into the Illuminati headquarters for G-Project files, which Gill casually gives her, confident the project is already in motion. Necro confronts Gill over what the G-Project did to him, only for Gill to trap him in a warehouse and try to blow him up—Effie rescues him just in time. Ryu loses to Oro, who then takes him as a student before dropping out, having found what he sought; Ken also withdraws since he can’t face Ryu. Alex emerges as champion by defeating Gill. Urien challenges Gill for Illuminati leadership, wins, but Gill is elevated to “Emperor.”
The Secret Society in the Street Fighter series is based on a real group called the Illuminati (sometimes named in western media). This group is mostly known from conspiracy theories and rumors that say it controls real events using secret knowledge and magic to try to take over the world. This plan is called the New World Order, which is also the title of a book by American Christian-Fundamentalist Pat Roberson, where the conspiracy started.
Even though the rumors say Satanic and pagan powers are involved, the Secret Society in Street Fighter is more about Western ideas and Christian End Times. Their "world savior" is meant to look like Jesus Christ in some ways. The members say their mission is "mandated from the heavens," and they want to build a perfect world for their "worthy" followers after the apocalypse.
Their actions and followers are also similar to a real cult in Japan called Aum Shinrikyo. This cult killed people who tried to expose them or left the group. The cult's members claimed to believe in Christianity and the prophecies of Nostradamus (a famous doctor and seer). They did crimes and extortion to "prepare" for the end times and trained their bodies to gain special powers. Their leaders were said to have supernatural powers. One leader, Shoko Asahara, claimed to be the reincarnation of both Buddha and Jesus Christ. He was later arrested and executed for his crimes.
After the cult's sarin gas attacks in Tokyo in 1995 and 1996, many stories in video games and anime in the late 1990s warned against blind religious fanaticism and extreme beliefs.
Around the year 2000, the Secret Society fits with Street Fighter III's theme of fighting for the future. It shows the dark past of humanity trying to take control and win over hope for a better time. This is similar to other fighting games like World Heroes and Battle Arena Toshinden, where secret groups and powerful villains try to control the future of mankind.
The conflict and martial arts in the story also connect to the Secret Society's themes about history and human nature. They show how nations and powers are built on war and competition, how many things are made by the hard work of others, and how ideas like divine right and manifest destiny have been used to justify force and fear for personal gain.
According to many quotes from Urien and Gill, especially when they talk about DNA, living cells, and feeling superior to their defeated enemies, the group shows strong ideas of extreme eugenics and Social Darwinism. They also talk about the will and power of "Heaven" and their plan to prepare for a prophecy about an upcoming apocalypse. This shows that the Secret Society sees itself as higher and "better" than most people who don't even know they exist.
However, they are hypocrites in how they act. They kidnap, brainwash, use extreme force, and fund themselves through crime and the black market. They make money and gain power from the suffering of others, whether they cause it or not. Their beliefs for building a New World Order are clearly strict and almost elitist. They think the end justifies the means and believe their wrong actions are okay because they see themselves as "superior."
The Secret Society's holy book is called the Book of Miraha, and Kolin is often seen reading it. The leadership ranks, from highest to lowest, are:
- Emperor — President — Vice President — Council of Elders — Crisis Management Units
Only the most elite and nearly perfect humans hold these ranks. For example, one female presidential candidate had a PhD in Sports Dynamics and was an Olympic-level athlete.
Known members of the Secret Society include:
- Gill (current leader)
- Urien (second-in-command and Gill's right-hand man)
- Kolin (secretary for Gill and the Society)
- Dr. Woo (scientist who created Eleven and Twelve)
- Necro (an unwilling experiment who left the group with Effie)
- Effie (another experiment who left with Necro)
They accept people who join willingly but also brainwash and force those with useful talents to join. The highest ranks (Vice President, President, and Emperor/"Messiah") are only for the very best, chosen by birth traits. The Society believes that when an Emperor dies, their soul is reborn in the world. To find the next leader, over 1,024 children worldwide are put into a strict training program.
These children are studied through deep research on their family lines and genetics, as well as astrology systems like Ba Zi (Chinese Four Pillars of Destiny), Feng Shui, horoscopes, and other old or rare occult methods. After being accepted, they are taken from their parents, paired in twos, and taught the Society's lessons, including academics, occult ideas, and special hand-to-hand combat training.
The program lasts until the children turn 22. At that time, only one out of the 1,024 will be chosen as President. Presidents who do very well can be promoted to Emperor, a secret rank known only to a few Presidents and the Council of Elders. The Emperor is also called the "Messiah." All top leaders serve until they are 46 years old.
When a leader dies, their brain is taken out and preserved for future advice. It's not clear how many leaders have been preserved this way, but this has been done for 2,000 years.
In the UDON comics, all 1,024 candidates must fight in a deadly tournament to decide who will be President and Messiah of the Secret Society.
Later, some heavily armored Secret Society soldiers, possibly the Crisis Management Units seen only as shadows in Urien's Second Impact ending, defend a lab being checked by Delta Blue. They wear red armor and carry assault rifles.
### The Sixty-Six Secret Arts of the Secret Society
The Sixty-Six Secret Arts (66の奥義 Rokujūroku no Ōgi) are a set of powerful special moves only for those in the Society who finish the intense hand-to-hand combat training. This training helps them use ki and elemental powers, and they also get genetic changes to improve their abilities.
To master these arts, one must control specific elements by mixing them into their aura. It is said that mastering all 66 is impossible because they use all known elements, but humans can only handle up to three elements at once.
Two known techniques from the series are the Aegis Reflector, used by Urien, and Resurrection, used by Gill.
The Secret Society in the Street Fighter series has existed for thousands of years in parts of the world known for strong civilizations, like Egypt and Greece. They control political, social, military, and criminal events (including Shadaloo) to fulfill an old prophecy that will bring a new age ruled by them.
The Prophecy and Gill as the Savior
The Secret Society needed a living savior because their prophecy said the end of humanity was near. This savior would save people and create a new paradise for the worthy. Gill's ending in Street Fighter III: Second Impact explains this prophecy. It says the world will end around 2200 AD. The "boy who controls the elements" is Gill, and he is meant to save humanity.
Though the prophecy is far in the future, Gill, the current leader, wants to build a nation of the strongest people to bring salvation. He believes the world is unstable and close to disaster. To do this, he started several plans called the "G Project."
The G Project
The G Project is a set of actions led by Gill to save the world. One part is a fighting tournament to find the worthy. Another part is illegal genetic experiments to create super soldiers. This led to the creation of Necro, who escaped and went rogue, and Twelve, who was made to hunt Necro. A scientist named Dr. Woo, kidnapped by the Secret Society, is a key figure in the project.
The G File is a collection of documents about this plan. It looks like a scrapbook of human history, but all events were planned by the Secret Society. Ibuki received part of the G File with documents about the first stage of the project, which is already happening. The full G File has over 20,000 volumes with detailed steps for the G Project.
Influence and Control
The Secret Society has been around since early human history. They control many parts of society, including governments, companies, and criminal groups. They manipulate world events and control information and technology, having knowledge far beyond what is known today, like cryogenics and brain preservation.
They also know about the occult and metaphysical powers, such as ki, chakra, elemental control, and some magic. They have created very powerful techniques only their members can use.
Gill told Elena in 2nd Impact that martial arts are a way to show power and dominance, showing how fighting is important to the Secret Society's members.
The Fall of the "Black Moons
Though hidden for a long time, the Secret Society became more involved by the time of Street Fighter V. When Shadaloo rises and falls under M. Bison, their Project C.H.A.I.N.S. becomes a huge threat. Urien steps in to stop the cartel the Secret Society helped create. It's unclear what the Secret Society wanted during this crisis; Urien wanted to stop superweapons, while Gill and Kolin seemed to want Shadaloo's terror to succeed. The crisis was stopped with help from fighters sent by the Kanzuki Zaibatsu.
Gill Revealed
After the Black Moons Incident, Gill shows himself to the world using live streams and internet videos, acting like "president of Earth." He fights G in a street fight and talks about his role as the true leader of the world.
The Fourth World Warrior Tournament
Later, with help from his assistant Kolin, Gill holds the Fourth World Warrior Tournament to find the strongest fighters worthy of survival. Because of their sponsorship, rumors about the Secret Society spread, attracting people like Ken Masters and the hermit Oro, who want to learn more about the group. In Street Fighter III: 3rd Strike, Gill gathers the strongest fighters, parts the ocean with his will, and leads them to a perfect promised land safe from destruction.
Gill told Yun that the world's destruction comes from two opposing forces becoming unbalanced. Gill's power is his perfect balance of fire and ice, shown on his body. He can also give this balance to others, like Alex in his 3rd Strike ending, and even to the island where the promised land is.

- **Cammy:** Says Delta Red watches the Secret Society closely but hasn't acted yet because of other priorities.
- **Rashid:** Says his ancestors lost their lands because of the Illuminati under Gill's rule.
Now let's introduce all the characters and their stories for the game:
Before the events of Street Fighter III: New Generation, Alex took part in a tournament called the Vale Tudo Eternal Fighting (B.E.F.). He won the tournament. In the finals, he fought Balrog. In the first round, Alex stood still and kept taking Balrog's punches, as if his legs were stuck. But in the second round, he knocked Balrog out with a strong hit. Alex left the fight with only the upper right part of his body hurt.
Alex joined the Third World Fighting Tournament because its sponsor, Gill, had badly hurt Tom. Even though Tom told Alex that Gill had won fairly, he let Alex decide for himself. Alex won every match and then fought Gill. Although Alex beat Gill, he did not kill him. He went home to find Tom fully healed. Meanwhile, Gill noticed something special about Alex that both worried and interested him.
With thoughts of revenge gone, Alex met Ryu and challenged him to a fight. Ryu won because Alex couldn't block any of his attacks. Ryu told Alex to improve his skills and find strong opponents. After that, Alex became focused on fighting Ryu again. He finally got another chance, but the result is not known yet.
Dudley is an English boxer who grew up in a wealthy family, with a father who was a former athlete turned successful businessman. From a young age, Dudley dreamed of becoming a fighter, but his family thought he was too small. When his father lost the family fortune, Dudley turned to professional boxing to restore their wealth. Despite doubts about his size for the heavyweight division, he trained hard, mastering both speed and skill, and managed to bring his family back to affluence. He continues to box, always striving for perfection and carrying himself as a true gentleman. In Super Street Fighter IV, already a boxing champion, Dudley joins S.I.N's tournament—not for glory, but to search for flowers for his garden and to take his mind off his father's missing car. Though he doesn’t win, he returns home to find a wild rose blooming in his garden.
Street Fighter III: New Generation/2nd Impact
After learning who bought his father’s beloved Jaguar, Dudley enters the buyer’s tournament to win it back. Though he doesn’t take first place in the Third World Fighting Tournament, Gill is so impressed that he returns the car, instructing Kolin to hand over the keys.
3rd Strike
Now knighted and bearing the title of “Sir” after a triumphant comeback and championship win, Dudley is invited to compete in a prestigious match before the royal family. Before the big day, he sets out to travel the world and refine his skills. He also has a deep passion for his gardens, where he tends roses and sometimes loses track of time or even gets lost, as seen in his 3rd Strike ending.
Elena is a princess from an East African nation with a strong tradition of fighting. Her father, Jafari, is the region’s chief and a traditional healer who also earned a doctorate in medicine in France. Elena dreams of traveling the world and making new friends. She studied in Japan as an exchange student, where she met her best friend Narumi, and later continued her studies in France. In her ending, she transfers to a high school in Japan, befriends Narumi, and writes home about her experiences. In 2nd Impact, her story remains mostly the same, though she also appears as one of Hugo’s potential partners, known as “Elena the Wilderness Warrior,” forming the “Beauty and the Beast” tag team. In 3rd Strike, a year after leaving Japan for France, she returns to street fighting to meet new friends before resuming her studies. She writes to Narumi after spending summer vacation in Japan, inviting her to Africa for winter break, while continuing her explorations and studies in France.
Under Gill, the Secret Society kept growing stronger and gaining more resources. They got money and land through different business deals. At one point, the group got a Jaguar car that belonged to the father of a British heavyweight boxing champion named Dudley. Dudley challenged Gill to get the car back. Gill respected Dudley's fighting skills and agreed to return the car because its value was small compared to the wealth of his group.
Before the World Warrior Tournament, Gill fought a military martial arts teacher named Tom. Gill hurt Tom badly, almost crippling him and sending him to the hospital. Tom's student and guardian, Alex, was upset and angry. Alex joined the World Warrior Tournament to get revenge on Gill for hurting Tom.
The Secret Society also did genetic experiments and other changes on people. They either kidnapped people or made and improved them in a project called the G-Project. This created super soldiers named Necro and Twelve, who were made to follow the Secret Society's orders (though Necro later went against them). The project also led to the kidnapping of a young girl cared for by ICPO agent Chun-Li.
With help from his loyal secretary Kolin and despite his younger brother's interference, Gill organized the World Warrior tournament. His goal was to find strong people who could help repopulate the world after it ends. During the tournament, Ibuki was sent by her clan to get the G-Project files. Luckily, Gill gave her the files willingly because the project was already happening, so the files were no longer needed.
Near the end of the tournament, Gill was defeated by Alex. Even though Alex won, he chose not to kill Gill. Since then, Gill has noticed something special about Alex that could help prepare for the coming apocalypse.
At some point during the tournament, though it's unclear if it's official, Gill was killed when Akuma surprised him with the Shun Goku Satsu attack. However, Gill brought himself back to life after Akuma left.
Urien wanted to become President, so he challenged Gill to a fight to prove he was better. Gill lost on purpose, and Urien became President. But Urien soon learned that the President was below the Emperor in the group's hierarchy. The Emperor was Gill, who had just been promoted. This made Urien angry and upset.
After the events of Street Fighter III, Gill appeared with his secretary Kolin. He asked to fight G to test his strength and show his power to the world through live video. Gill was worried about a prophecy and noticed it didn't mention G. After beating G, Gill asked why G looked at him during the fight. G said it was because they both came from Earth and shared the same vision. G said their wish was to become one with the Earth. When G called himself the President of Earth, Gill said G's power felt familiar.
Urien watched this fight and got very angry. He broke a monitor with his fist and wanted to fight Gill for showing himself on video. He ordered Kolin to bring Gill to him, and she agreed reluctantly.
Gill quickly defeated Urien, who was angry and frustrated. Gill said Urien lost because the prophecy was already written. Urien said he wanted to destroy the prophecy. Gill told Urien that his time to replace him would pass. This made Urien even angrier, thinking it was an insult. Gill said Urien would never replace him or serve any purpose because Gill was the one to fulfill the Secret Society's wishes as Emperor.
Despite Urien's anger, Gill told him about the long-awaited wish he must fulfill. The prophecy between them as brothers and its rules would end, and Gill would let Urien live wherever he wanted. Gill left without caring, while Urien kept calling his name in rage.
Illia, the third youngest of two brothers and a younger sister, left his small, poor village in northern Russia after the fall of the Soviet Union in search of independence and fortune. Near Moscow, Gill and his organization approached him with promises of a better life. Persuaded to join, Illia was deceived and subjected to experiments that gave him a soft, stretchable body and the ability to generate electricity, but left him looking like a mutant. A cybernetic computer implanted in his brain enhanced his combat skills, and he began carrying out special missions under the name “Necro.” During his captivity, Necro met Effie, another prisoner, and they quickly became close friends and eventually lovers.
Necro entered the fourth World Fighting Tournament as a chance to win his freedom and take revenge on Gill. Instead, he was tricked again, captured, and left to die in a self-destructing base. Effie rescued him, and together they escaped, knowing they would still be hunted by Gill’s organization. They traveled across Russia to evade the Secret Society, eventually encountering Twelve—the perfected product of the G-Project that had caused Necro’s mutation. Though the battle’s outcome is unknown, Necro likely emerged victorious, as he and Effie survived while Twelve returned to the Illuminati for recovery. In his ending, Necro and Effie are aboard a train heading toward Russia’s borders when the Secret Society closes in. Forced to act, they leap into a chasm. Effie falls faster, but Necro stretches out to save her, telling her that for the first time, he feels grateful for his powers.
Oro is an ancient, enigmatic hermit searching for a worthy fighter to inherit his unique martial art. Of Japanese descent, he resides in the Amazon Jungle, living in a cave with his pets, including a turtle and a dog. In his youth, he worked as a martial arts instructor in Japan before moving to Brazil with a friend in 1908 at the age of 50. Over time, life in Brazil soured, and he withdrew from society, dedicating decades to mastering an esoteric martial art known as Senjutsu. Occasionally venturing into town, Oro’s reputation eventually attracted eager students, but none endured the intense training needed to learn Senjutsu. Out of boredom, he set off on a world journey—his first departure from Brazil since his arrival—to seek the perfect successor to his style.
Oro enters the World Warrior Tournament to scout for promising fighters, but also hears rumors about a secret society said to be behind the current state of the world and its connection to the event. In his ending, he sets out to find Ryu, seeing him as a worthy successor. Ibuki faces Oro as part of her ninja school graduation exam, though at first he mistakenly thinks she’s asking him on a date. Near the tournament’s end, sensing Akuma’s immense and murderous ki, Oro challenges him. Their battle has no clear victor, as they both sense it would end in mutual destruction if continued. In his ending, Oro relaxes on a large boulder, casually lifting a massive rock with one hand while musing on his mastery of Senjutsu—unaware that Ryu is beneath him. Thrilled to feel the same excitement he had fifty years ago, he predicts it will take another fifteen years for Ryu’s true potential to emerge, hoping for a fair fight with both arms in the future.
Later in 2nd Impact, Ibuki is sent by her clan to obtain documents from Gill’s organization. These documents are about the “G-File” project, which created Necro (before he escaped) and Twelve. After Ibuki defeats Gill, he willingly hands her the documents, though the project is already in motion by then.
In 3rd Strike, Ibuki seeks out Oro to fight him as part of her ninja graduation exam. She performs well enough to pass and then heads off to university.
In her ending, Ibuki is thrilled to be accepted into Sarusuberi University after a lifetime of training. She explores the campus, meets new friends, and is charmed by a cool upperclassman who convinces her to join his club. To her shock, the club turns out to be an intense and dangerous ninja training group. The upperclassman holds her at kunai-point, warning her about her carelessness and mocking her “love and excitement” for studying Ninjutsu, leaving Ibuki disappointed.
At 33 years old, Ryu keeps traveling every day to become a true martial artist. Since Ken now has a child, their relationship has gotten worse. After being away from home in Japan for a long time, Ryu is called to a hot spring inn where Ken wants to meet him and introduce his new student. Ryu, Ken, and Sean later watch a WWCA title match between Zangief and Hogen. After Zangief hits Hogen with a Double Lariat, Hogen gets angry on his way back to the ring. He picks up a chair and throws it at a woman in the crowd. Ryu stops the chair, and Sean knocks Hogen out to protect the audience.
Ryu joins the World Warrior tournament to improve his fighting skills. He later fights Sean, who Ken asked to challenge him. Ryu easily beats Sean many times with just one Hadoken because he notices what Sean is doing. A year later, Ryu meets Ken for a friendly fight in Ken's story, and Ryu wins. At some point, Ryu meets Alex and beats him easily. Ryu tells Alex to keep training by fighting strong opponents. Alex is impressed by Ryu's skill and wants to get stronger, so he looks for Ryu to have a rematch. In Oro's ending, Ryu is shown training but does not see Oro; he only hears Oro's voice.
In his own ending, Ryu is practicing under a waterfall, working on his mind and body. He talks quietly about what it means to be a true warrior, why he needs to be strong, and remembers his younger days. A single leaf falls on him, and he crushes it with his left hand. Ryu believes that as long as strong opponents and tough fights excite him, he will have the strength to keep moving, even just a finger. He decides to keep fighting.
Ken and his family move from Washington State to southern California. By then, a Brazilian teenager named Sean had been asking Ken to train him, and Ken finally agreed, starting to teach him. Taking care of a home and raising a child has made Ken's relationship with Ryu difficult. Ken contacts Ryu and invites him to a Japanese hot spring inn. Ken also brings Sean but decides to do last-minute shopping for Eliza before flying to Japan. Actually, Ken leaves Sean alone on purpose to see how he handles a street fight. Later, Ken, Ryu, and Sean watch a WWCA title match between Zangief and Hogen. After Zangief hits Hogen with a Double Lariat, Hogen gets angry and throws a chair at a woman in the crowd. Ryu stops the chair, and Sean knocks Hogen out to protect the audience. Ken makes sure the woman is safe. Ken then joins the Third World Fighting Tournament.
In his ending, Ken starts teaching his son Mel basic fighting skills. He also tells Sean to find Ryu and challenge him, giving Sean some free time with Eliza. A year later, Ken hears about a mysterious group and goes to check it out to fight boredom. He might have faced Urien. Ken finds out that Ryu came all the way from Oakland to New York to have their long-awaited rematch. They joke around a bit before fighting, and Ryu wins. Since then, Ken keeps training Sean and Mel, managing his family and business, and staying close with Ryu. Before the tournament, Ken tells Sean that his current skills are weak, which pushes Sean to create his own style to impress Ken. In Sean's ending, Ken wakes Sean up after he was knocked out in the first round. In Ken's ending, he wins his third U.S. Martial Arts tournament in a row, setting a new record. He offers the trophy to Sean, but Sean refuses, wanting to earn it himself.
After repeatedly failing to convince Ken to train him, Ken finally gave in and took Sean on as his disciple. Balancing home life and raising a child had strained Ken’s friendship with Ryu, so he reached out and invited him to a Japanese hot spring inn. Ken brought Sean along but decided to do some last-minute shopping for Eliza before their flight. In truth, Ken intentionally left Sean alone to see how he’d handle a street fight. Sometime before the 2nd Impact, Sean and Ken attended a wrestling match between Zangief and Pulk Hogen at the WWCA. During the match, Zangief hurled Hogen into the crowd with a Double Lariat, causing him to rampage on his return to the ring. Sean knocked Hogen out to prevent injuries to the audience.
Eager to prove himself, Sean entered the World Warrior tournament but failed again. Finding Sean bothersome, Ken told him to find Ryu and not come back until he’d defeated him. Sean eventually found Ryu and challenged him repeatedly but lost every time, no matter how hard he tried. Afterward, he spent a full year training alone.
Determined to show his progress, Sean headed to the U.S. Martial Arts tournament. Before it began, Ken criticized his skills as embarrassing, pushing Sean to develop his own style to impress him. In his ending, Sean wins the tournament—only to wake up and realize it was a dream. In reality, he lost to a random fighter in the qualifiers. Ken told him his training was insufficient and advised him to work harder. Ken then set out to win the next tournament to avenge their losses. Though disappointed, Sean vowed he would win someday. When Ken later won, Sean declined his offer of the championship trophy, acknowledging Ken’s superior performance.
In New Generation, Yang appears only as a "palette swap" of Yun, but in the following two games, he becomes his own character with a unique set of special attacks and super arts. Together with Yun, Yang entered the World Warrior tournament to showcase their skills. They eventually encountered and fought Gill, who admired their effort and offered them leadership of their town. They firmly refused, having only fought him to stop his dangerous plans. Yang later mocks Gill’s offer sarcastically, with Yun reminding him of their responsibilities to their hometown. In Yang’s ending, he and Yun are caught quarreling—or perhaps have just been away fighting too long—when Hoimei and her sister Shaomei intervene. Shaomei explains that Hoimei was relieved to see them and advises them not to be so reckless. Yang agrees and leaves with Shaomei, while Yun gets his ear playfully pinched by Hoimei.

As the second strongest member of the Secret Society, Urien is the Vice President during the Street Fighter III 2nd Impact tournament, with only Gill above him as President. Urien wants to become President, so he challenges Gill to a fight to prove he is better. Gill lets Urien win on purpose, and Urien becomes President. But then Urien finds out that the Emperor, who is his brother Gill, is still above him in the group, which makes Urien angry and upset.
Urien is also in charge of the Secret Society's crisis teams and the G-Project, which works on changing the human body. This project caused changes to a Russian man named Illia, also called Necro. Urien also leads the creation of Twelve and other clones.
In Street Fighter III: 3rd Strike, Urien wants to take down Gill again by making his own army of super-soldier clones with the G-Project. Like the group Shadaloo, Dr. Woo wants to use Li-Fen's brain for the group, so she is kidnapped while Chun-Li is taking care of her. But Dr. Woo agrees to let the child go if Chun-Li fights him for fun. After a short fight, Chun-Li wins and saves the child. Ken also meets Urien while trying to learn more about the Secret Society.
In Urien's non-canon 3rd Strike ending, he takes control of the Secret Society and destroys its preservation place where a weak Gill was resting. He says this starts a new time called "After Urien." It is also suggested, from Urien's talk with Gill, that the Secret Society has many dark secrets that made him want to destroy it. But Gill's own ending shows a different result, hinting that he survived.
After the events of Street Fighter III, Urien is seen watching Gill fight G on a live stream. He gets angry and breaks the screen with his fist. He orders Kolin to bring Gill to him, and she agrees even though she is hesitant. Urien tries to beat Gill but loses. Gill tells him he lost because the prophecy is already set, and Urien says he wants to destroy the cursed prophecy. Gill then tells Urien he will never replace him. This makes Urien very angry. Gill keeps insulting him, saying he is the one making the group's wishes come true and wants to complete those wishes. When Gill leaves without care, Urien shouts his name in anger.
Hugo made his debut as a playable character in Street Fighter III: 2nd Impact. He was originally planned to appear in New Generation, and a prototype version of him can be found in the game’s data through special codes or hacking, with only his basic moves completed and his sprite left unshaded. Certain attacks on him could cause him to turn invisible or even freeze the game. At 20, Hugo traveled to the U.S. to pursue a pro wrestling career, using his immense strength and size to his advantage. He was eager to compete in a tag team tournament until his partner left him for a rival, prompting him to find a new partner within three months. Hugo entered the World Warrior tournament alongside his friend and fellow former Mad Gear member, Poison. In the sequel, 3rd Strike, Hugo and Poison decided to launch their own wrestling promotion, the Huge/Hyu Wrestling Army (HWA), aiming to dominate the world of pro wrestling and establish it as the most powerful and prestigious promotion in the sport.
As with the third World Warrior tournament, Akuma did not join the fourth World Warrior tournament but stayed hidden in the shadows. Sean challenged him, thinking he was Ryu, but Akuma easily defeated him. He used a Shun Goku Satsu on the tournament sponsor, Gill, but left without knowing that Gill had brought himself back to life. Then, Akuma faced Ryu and asked him to show his full power. Ryu replied that having bad intentions is not the way of a warrior. In this game, Akuma appears as a secret boss. He uses the Raging Demon on the player's opponent and then fights the player. If Akuma is defeated, the scene darkens, the ground shakes, and he gets up again to show his true power for a second fight.
During this time, Akuma trained hard, gaining new powers and learning new moves. Some moves could create big waves, others were strong enough to split Uluru (Ayers Rock) in half, and one could kill an enemy with one hit. One move he taught himself is called Kongou Kokuretsuzan. In this move, Akuma puts all his power into one hand and hits the ground, making a strong energy vortex rise around him. This move is said to have destroyed his original training place, Onigami Isle Gokuentou. It is also said to be strong enough to break the Earth beneath him.
Akuma kept improving his fighting skills and even fought Oro in a simple, undecided battle. They both felt each other's strong energy and tested their powers. Although they respected each other's strength, they did not like each other personally. It is also shown that Akuma can now stay underwater under great pressure for a long time. He has made his Tenshou Kaireki Jin move strong enough to destroy the huge sunken ruins of a modern ship.
Remy holds a deep grudge against all fighters, as his father abandoned the family to follow the path of a warrior, leaving his sister to die in his absence. To preserve her, Remy encased her in a block of ice beneath the Bay of Biscay. In his ending, he visits her tomb one last time, realizing that clinging to his hatred and using fighting as a crutch has only kept him from healing. Accepting the past, though still unable to forgive his father, he says goodbye to his sister and lets her body sink into the sea. As he walks away from the cavern, a light appears—something he hasn’t seen in ages. With hope for where his new path might lead, Remy moves forward toward a new tomorrow.

Street Fighter III: 3rd Strike
Q has been seen in crime scene photos from unsolved murders worldwide, always partially hidden. The photos are shrouded in mystery—he could be the killer or perhaps investigating the cases, hinted at by his detective-like attire. No details about his role or the victims have been confirmed.
In his ending, CIA agents Julianna and David discuss Q’s appearances at various case sites over the last 10 days, suspecting he’s the common link, though unsure if it’s the same person each time. While they can’t identify him, they piece together his appearance from the photos. As they prepare to investigate, a familiar silhouette appears on the projector screen, seemingly leaving the room as well.
Makoto is a young Japanese tomboy who grew up in the rural Tosa region of Japan and trained in Rindo-kan karate. After her father died, Makoto's dojo started to struggle. Her older brother chose to become a businessman, so Makoto took on the job of bringing the dojo back to its old success.
**Street Fighter IV series**
Makoto is shocked to see how bad the dojo has become. She joins S.I.N.'s tournament to win money to fix it. During the tournament, she meets and fights Fei Long, hoping the fight will make Rindo-kan more famous. In her ending, she says she "beats the pants off" all her opponents. But she doesn't win any money because the tournament sponsor, Seth, was killed by Juri and S.I.N. broke up. So, she decides to rebuild her father's dojo by herself and earn money the old way.
**Street Fighter III: 3rd Strike**
Makoto starts a rivalry with the ninja Ibuki, shown by their special opening when they fight. She also finds Ryu and challenges him to make her dojo more well-known. After fighting Ryu, many new students come to her dojo because of the attention.
In Makoto's ending, she stands in front of many defeated fighters, including Cammy, Alex, Zangief, Ryu, T. Hawk, and Dee Jay. News about Makoto spreads fast, and many fighters come to the Rindo-kan Dojo, where Makoto defeats them one by one, like Kenichi Kakutani and Somsak. Her older brother says only thirty challengers will be allowed. Her brother and grandfather are happy to see the dojo become popular again. Her brother tells their grandfather to watch over Makoto while he goes on a trip. Meanwhile, Makoto gets ready to fight more challengers.
After the events of Street Fighter V and the fall of Shadaloo, Chun-Li finds peace and retires from street fighting to teach martial arts to orphans while continuing her police work. When Urien kidnaps Li-Fen for his scientific experiments, Chun-Li sets out once more to rescue her. She confronts Urien, defeats him, and brings Li-Fen home. Returning to China, she resumes teaching martial arts.
